2001 three women accused Stewart of harassing female colleagues and using party funds to pay for cell phone bills and other personal expenses. TheRepublican National Committee hired an outside law firm to investigate. The firm found that Stewart's actions did not meet the legal definition ofsexual harassment , but the firm's report states his conduct was "unprofessional and inappropriate for a work setting." 2004 the CRNC's controversial relationship withdirect mail companyResponse Dynamics, Inc. brought national attention. Some former leaders of the CRNC blamed Stewart for mishandling the company's fundraising methods, which targeted the elderly with misleading letters.
