Population without double counting

Population without double counting is an English translation of the phrase Population sans doubles comptes.

In France, for census purposes, the INSEE has defined several population indicators that allow for the double counting of certain personnel, in order to study the phenomenon and to keep count of population movement. This is why each commune in France does not only have one figure for the population, but several.

The figures given by INSEE for a particular commune are :
* The population municipale - a count of the people that live in a house, flat etc in the commune;
* The population comptée à part - those living in a ‘collective’ style (prisoners, soldiers, hospital patients, nuns, monks etc…) ;
* The population totale - the sum of the two above;
* The doubles comptes - a sub-division of population comptée à part, including those who have a second residence in another commune and are already counted in that ‘’’population municipale’’;
* The population sans doubles comptes is the ‘’’population totale’’ reduced by the doubles comptes [article R2151-1 du code des collectivités territoriales.] .

The ‘population sans doubles comptes’ is therefore always the same or larger to the ‘population municipale’ and the same or smaller than the ‘population totale’. Since 2004, the concept of ‘population municipale’ and ‘population sans doubles comptes’ have had the same meaning.To properly evaluate the population of a town, departement or region, one should use the " 'population sans doubles comptes"'.
From 1999, towns of less than 10.000 inhabitants have been subject to a census every five years, achieved by investigating 20% of those communes each year.
Since 2004, towns with a population greater than 10,000 have an annual poll of a sample 8% of the population. This is carried out in January and February. A census collector leaves the questionnaire and collects them once they’re completed.

Legislative aspect

Census results are rendered as official by law and in law.
The population totale is the one used when applying rules and regulations to fiscal and budgetary issues in particular, [article R2151-2 du code des collectivités territoriales.] .but it’s the population municipale that determines the number of councillors permitted and the scrutiny of municipal elections [article R2151-3 du code des collectivités territoriales.] .
