Henry Luke Paget was the 4th Anglican Bishop of Stepney from 1909 [ "Bishop Of Stepney Nominated (News)" The Times Wednesday, Jun 12, 1957; pg. 8; Issue 53865; col E] until 1919 when he was appointed Bishop of Chester [ The Times, Monday, Jun 23, 1919; pg. 14; Issue 42133; col B New Bishop Of Chester. Bishop Of Stepney Appointed] . He was born in 1853 [Who was Who 1897-1990 London, A & C Black, 1991 ISBN 071363457X] and educated at Shrewsbury and Christ Church, Oxford before embarking on an ecclesiastical career with a Curacy at Leeds. The happiest period of this career, he stated, was at an East End mission to the poor ["The Bishop Of Stepney On East London Poverty" The Times, Wednesday, Jan 20, 1909; pg. 4; Issue 38861; col E ] . After an Incumbency at St Ives, Cambridgeshire and a brief spell as Suffragan Bishop of Ipswich he was Translated to Stepney in 1909, a post he held until promotion to Diocese of Chester a decade later.
