Thomas Lincoln Casey (
May 10 ,1831 –March 25 ,1896 ) was born inSackets Harbor, New York , was a soldier and engineer. He graduated first in his class from West Point in 1852 and later served asChief of Engineers for theUnited States Army Corps of Engineers .Son of
Silas Casey (later assault team leader in theBattle of Chapultepec in theMexican-American War and a general in theUnited States Civil War ), he graduated first in theUnited States Military Academy class of 1852 and taught engineering there (1854-1859). During theUnited States Civil War he oversawMaine coastal fortifications, completing the massive Fort Knox on thePenobscot River .Casey headed the division in the Office of the
Chief of Engineers responsible for engineer troops, equipment, and fortifications. He headed the Office of Public Buildings and Grounds,District of Columbia , from 1877 to 1881. He built the State, War, and Navy Department Building, which is now theEisenhower Executive Office Building , and completed theWashington Monument . He worked on theLibrary of Congress building; it was nearly completed when he died suddenly onMarch 25 ,1896 .Casey was a member of the National Academy of Sciences and the
Society of the Cincinnati and an officer of the Legion of Honor of France.He was buried at the Casey farm in
