In the far future, overpopulation has caused an event called "The Great Famine" and due to this, there is far less food and almost all of it is monitered by the government. Because of the shortage of food, people can only have two children.
Luke Garner is an illegal third child. Due to this, he cannot go to school or into the town. When houses are built nearby, he cannot even go outside.
One day Luke sees a girl in the window of a house where he knows two other children live. He discovers that her name is Jen and she is also a shadow child like himself. With her help, he experiences things he has never tried before, such as junk food, which due to the food shortage is illegal and computers. Using the computer they enter a private chat room with other third children, and together they organize a rally against the Population Police. Luke refuses to join the protesters and later he finds out that all the children that went to the rally were killed. Luke then dedicates himself to helping illegal third children like himself.
