Phil Kelly (born 26 August 1957) is a former Australian rules footballer who played for East Perth in the WANFL and North Melbourne in the VFL. He represented Western Australia at interstate football on six occasions.

He won Sandover Medals in both 1978 and 1979 to become the only East Perth player after Graham Farmer to have won the award back to back. In 1978 he was also a member of their premiership side. North Melbourne acquired his services in 1981 and he remained with them for five seasons.
