December 13 ,1835 –September 5 ,1922 ) was an Americanclergyman . Fallows was born inEngland and graduated from theUniversity of Wisconsin-Madison in 1859. During theAmerican Civil War , he fought in theUnion Army . He was aMethodist pastor following the war, though in 1875 he joined theReformed Episcopal Church , where he became abishop in 1876. He was a public figure notable for his efforts inpublic education ,prison reform , and thetemperance movement .
