Born in Ilbesheim, near
Landau , his parents were Peter Hoffmann and Maria Eva Keller. After he completed his training to be a teacher, Johannes Hoffmann served as a teacher inKaiserslautern from 1887 to 1908.In 1908, he was elected member of the
Landtag . From 1912 to 1919 he held the position of second mayor of Kaiserslautern. In 1912, he was elected to the German "Reichstag".After the revolution of November 1918, he served as Minister of Education under prime minister
Kurt Eisner and later succeed him on17 March 1919 [ [http://www.geocities.com/CapitolHill/Rotunda/2209/Bavaria.html Free state of Bavaria - List of ministers] ] as the first freely elected Bavarian Minister President. Ousted from Munich by theBavarian Soviet Republic , parliament and government moved to Bamberg in April 1919, where Hoffmann took part in the working out of the Bavarian Constitution ("Bamberg Constitution"). His government returned to Munich again in May 1919.On
16 March 1920 , he was succeeded byGustav von Kahr [ [http://www.worldstatesmen.org/German_States1918.htm Bayern (Bavaria) - Minister-presidents] ] .During his reign as Minister of Education, he removed the Bavarian schooling system from the supervision of the church.
