Plant City, Florida while growing up. He attended theUniversity of South Carolina on a football scholarship, and he was active inROTC . He received a Bachelor Degree in Naval Science from South Carolina, and after graduation he was commissioned as an officer in theU.S. Navy . After his years in the service, he would go on to theUniversity of Florida College of Law. He received his Juris Doctorate in 1949, and he was also a member of the student bar, Florida Blue Key, and Law Review. After law school, Mr. Smith was selected as aRhodes Scholar and he did graduate studies in international law atOxford University .
