Joseph-Alfred Foulon (April 29, 1823 – January 23, 1893) was a French Roman Catholic Cardinal and Archbishop of Lyon.

He was born in Paris, France. Studied in the Saint-Sulpice Seminary, Paris. Ordained priest on December 18, 1847 in Paris, where he taught for twelve years in the minor seminary. Elected bishop of Nancy on March 27, 1867. He took part in the First Vatican Council. Promoted to the metropolitan see of Besançon on March 30, 1882 and transferred to the metropolitan see of Lyon on May 26, 1887.
Pope Leo XIII created him cardinal priest in the consistory of May 24, 1889 with the title of Sant'Eusebio. Died on January 23, 1893 in Lyon. Buried in the metropolitan Lyon Cathedral.
