Richard C. Cathcart

Richard C. Cathcart is the current House Majority Leader of the Delaware House of Representatives. He is the representative for legislative district 9.

Family

Cathcart resides in Middletown, DE with his wife, Linda. The couple has no children.

Education

Cathcart received a B.A. in Business Administration from Wilmington College in Wilmington, DE.

Occupation

Aside from his duties as House Majority Leader, Cathcart works for Delaware State University where he serves as both the Director of Purchasing and General Services and the Associate Vice President of Department of Business Services.

Legislative Service

Cathcart previously served as the State Representative from 1978-1982, and again from 1997-2007.

HR 13 Censuring representative John C. Atkins for a violation of a rule of legislative conduct arising from his conduct on October 29, 2006 and later conduct pertaining thereto, and sanctioning him by requiring him to forego use of his legislative identification card and legislative license plate, be removed as chairman from any House committee, pay a fine, comply with court-ordered counseling, and receive an alcohol evaluation.
