Jabarah trained in Afghanistan and vowed allegiance to bin Laden in May 2001. He admitted working with Khalid Sheik Mohammed and an Indonesian operative known as Hambali on separate missions, traveling to Singapore and the Philippines to engage in financing attacks on U.S. interests and planning potential bombings. After the plots fell through, Jabarah fled to Oman, where Mohammed ordered him to set up an al Qaeda safe house.

Arrest

Jabarah met with his brother Abdul Rahman Jabarah in Dubai in January 2002, when both were already considered wanted al-Qaeda suspects. Jabarah was arrested by Oman authorities (sometimes mistakenly referred to as Amman authoritiesRice, Condoleezza, [http://fpc.state.gov/fpc/20558.htm Briefing by the National Security Advisor] , May 14 2003] )in February 2002 and was deported to his home country of Canada, where he cooperated with Canadian intelligence officials. In May Jabarah agreed to cooperate with U.S. authorities and was turned over to them. He lived in a series of safe houses, working as a double agent for the Americans, and helped them track both Khalid Sheikh Mohammed and Osama bin Laden as part of what he was told was a plea bargain. However, he was re-arrested in the autumn, after an FBI search of his house found a list of American agents and prosecutors, a knife and rope in his luggage and bomb-making instructions.
