Alice Perkins graduated from
St Anne's College, Oxford and joined the Civil Service Fast Track Stream in 1971.The early years of her career were spent in what was then known as the
Department of Health and Social Security . In 1993 she moved to the Treasury as Director on public spending until 1998 when she returned to the Department of Health as Director General for Corporate Management responsible for administration. In 2001 Perkins moved to theCabinet Office to work on the quango "civil service reform and people issues" for a year, followed by a post leading a "Corporate Development Group" (civil service reform).In 2006 Perkins joined the board of the country's largest airports operator BAA, shortly before it was taken over by the Spanish firm
