Laoting ,Hebei , she did her graduate studies at the Party School of the Central Committee, and went on to positions such as Secretary of theDaqing branch of theCommunist Youth League of China , Standing Committee Member of theDaqing Field branch of the Communist Party, Vice-Chairperson of the Politburo. She also served as a delegate to the 5th and 6thChinese People's Political Consultative Conference s. In May 2007, she was promoted to her position as head of theOverseas Chinese Affairs Office of theState Council of the People's Republic of China .
