20 April 1946 inBasel ,Switzerland . On18 December 1986 Pope John Paul II appointed himTitular Bishop of Caprulae and that same day making him Secretary of theCongregation of the Clergy within theRoman Curia . On2 April 1992 Pope John Paul appointed him Pro-Prefect ofApostolic Signatura . He maintained this position until he was createdCardinal-Deacon of "Ss. Urbano e Lorenzo a Prima Porta " on26 November 1994 . He became PrefectEmeritus of the Apostolic Signatura on5 October 1998 . Like all Cardinal-Deacons he took the option of becoming aCardinal-Priest , doing so in early 2005.Ottaviani Intervention
