Trott was nominated for this position by Ronald Reagan on August 9, 1987 after the seat held by Joseph Tyree Sneed III became vacant. On March 24, 1988, he was confirmed by the senate, and received commission there on March 25.

Trott was educated at Wesleyan University during his adolescent years. Trott moved on to study at Harvard Law School in 1965. Before receiving the Court of Appeals position, Trott had been known to have worked at several political and law locations throughout the United States, he had served as United States Attorney for the Central District of California between the years of 1981 and 1983.
