SULTAN is a fictional character in the Marvel Universe.

SULTAN (Systematic Ultimate Lawless Takeover of All Nations) is a former S.H.I.E.L.D. weapons designer and computer and code expert. When Nick Fury rejected some of his plans, he quit and set out on his own. Through his own experiments, he became a cyborg and set out to overthrow all governments. He could transfer his consciousness into robotic bodies through a mobile microchip device.

SULTAN captured Captain America, while Spider-Man was able to observe this and put a spider-tracer on SULTAN. S.H.I.E.L.D. helped Spider-Man against SULTAN and rescued Captain America. SULTAN fought the heroes, and used a sonic blast that Captain America deflected back at SULTAN with his shield; this caused a backlash which blew SULTAN's form apart. SULTAN's mind module was destroyed by a blast from Nick Fury.
