International Campaign for the Establishment of a United Nations Parliamentary Assembly

The Campaign for the Establishment of a United Nations Parliamentary Assembly is a global network of more than 100 non-governmental organizations and 450 parliamentarians from more than 100 countries devoted to establishing a United Nations Parliamentary Assembly.

2007 appeal

The policy of the Campaign is based on the "Appeal for the Establishment of a Parliamentary Assembly at the United Nations" which was presented at launch events in over ten countries during April and May 2007. The list of initial signatories of the appeal included 552 persons, among them hundreds of parliamentarians and further distinguished individuals such as Nobel Prize laureates, Right Livelihood Award laureates, civil society leaders, two former prime ministers, several former foreign ministers and former UN Secretary General Boutros Boutros-Ghali. At a meeting in November 2007 the Campaign reiterated its policy as formulated in the appeal. In the meantime the appeal has been signed by a total of around 1,500 people.

The Campaign's Steering Committee consists of the NGOs Committee for a Democratic UN, Society for Threatened Peoples International, World Federalist Movement-IGP and 2020*Vision Ltd. Legally the Campaign is a project of the Committee for a Democratic UN. The Committee also runs the Campaign Secretariat.

Although the CEUNPA's early literature seemed to emphasize indirect election of the UNPA as a necessary first step, in November 2007, the organization noted that some countries could choose direct election of delegates even in the first stage of the body's existence.http://www.unpacampaign.org/documents/en/POLICY1107.pdf] Similarly, early CEUNPA statements stressed the UNPA's oversight role over the UN and its bodies, but the November 2007 statement clarified that the UNPA could also oversee the Bretton Woods institutions.
