Frederick James Scullin, Jr. (
1939 - ) is an American attorney and senior judge on theUnited States District Court for the Northern District of New York .Early life and education
Scullin was born in
Syracuse, New York . He attendedNiagara University (B.S., 1961), andSyracuse University College of Law (LL.B.,1964).After graduating from law school, Scullin served in the
United States Army as anInfantry Commander inVietnam .Professional career
Scullin practiced law as a private attorney and in various prosecutors' offices from 1967 to 1982. In 1982 he was appointed
United States Attorney for theNorthern District of New York by PresidentRonald Reagan . He served in the position for ten years until 1992.Judicial tenure
On
September 12 ,1991 , Scullin was nominated to the Northern District bench by PresidentGeorge H. W. Bush . He was confirmed by theUnited States Senate onFebruary 6 ,1992 , and received his commission onFebruary 10 , 1992.He served as Chief Judge of the District from 2000 until 2006, when he assumed
senior status .Scullin was also appointed by Chief Justice Rehnquist to the
United States Foreign Intelligence Surveillance Court for a term of seven years running from 2004 until 2011.References
