Monsignor Lebeaupin entered the diplomatic service of theHoly See in 1979. His first appointment was to theHoly See Observer Mission to the United Nations inNew York , USA (1979 - 1982) Later he served in theApostolic Nunciature in theDominican Republic (1982-1985) and at theApostolic Delegation inMozambique (1985 - 1989). Archbishop Lebeaupin was recalled to the Secretariat of State and served at the Conference on Security and Cooperation in Europe (CSCE -OSCE ) From 1989 to 1998. OnMarch 27 ,1996 , Archbishop Lebeaupin was concurrently appointed "Chargé d'affaires " of the Apostolic Nunciature to theEuropean Union .OnDecember 7 ,1998 , with the title ofTitular Archbishop of Vico Equense, Lebeaupin was appointed the Apostolic Nuncio toEcuador . He received his Episcopal Ordination fromHis Holiness Pope John Paul II onJanuary 6 ,1999 .OnJanuary 14 ,2005 , H. E. Archbishop Lebeaupin was appointedApostolic Nuncio to Kenya and Permanent Observer of the Holy See toUNEP (United Nations Environment Programme) andUN-HABITAT (United Nations Human Settlements Programme).
