DSTARR - Acronym for The Defense Small business Technology and Readiness Resource program.

Previously known as MTAPP-TNG (Manufacturing Technical Assistance Production Program-The Next Generation) and renamed DSTARR for FY-07 funding. DSTARR is a Congressionally sponsored national program and is managed by the Department of the Navy Space and Naval Warfare (SPAWAR) Systems Center Charleston, South Carolina. The Department of the Navy has supported and will continue to support small business participation as both prime and subcontractors.

The Department of the Navy embraces the critical role of small businesses in maintaining the strength of our naval capability and the nation's economy by focusing on leadership, teamwork, customer service, and mutually beneficial partnerships.

The Navy Office of Small Business Programs supports the DSTARR Program and encourages Small Business, Large Contractor and Department of Defense Agency participation. DSTARR achieves their success by identifying the right organizations for our top-flight program, providing meaningful technical assistance at all process levels and developing tailored Continuous Improvement (CIP) and Sustainment and Growth Plans (S&G) that become the small business’s roadmap for success.

This road map leads the small business, prime contractors and government agencies to exciting partnerships in the U.S. Navy and Department of Defense supply chains.

There is no cost to either the small business participants who receive assistance or to the prime contractor partners who participate in the program.

The National Center for Defense Manufacturing and Machining is developing collaboration with such organizations as Sage Systems Technologies, LLC who are the program managers of the National Small Business Initiative – Defense Small Business Technology and Readiness Resource (DSTARR).
