He was
ordained on10 April 1898 in Acqui. He did pastoral work in thediocese Acqui. He served asProfessor of law at the Pontifical Athenaeum "S. Apollinare" for many years. He was created Privy chamberlain of His Holiness on4 March 1922 and was raised to the level of Domestic prelate of His Holiness on3 January 1923 . He was appointed as Secretary of the Pontifical Commission for the Authentic Interpretation of the Code of Canon Law onFebruary 14 1924 . He was secretary on the Congregation of the Council from3 July 1930 until 1946. He was again raised to the level ofProtonotary apostolic on25 July 1932 .Cardinalate
He was created Cardinal-Deacon of "
S. Eustachio " in the consistory of18 February 1946 byPope Pius XII . He was appointed as Prefect of the Congregation of the Council on16 November 1949 , holding the post until to20 March 1954 . Prefect of the Supreme Tribunal of Apostolic Signature March 20, 1954.He died on Wednesday
10 November 1954 at 5:30 p.m. The funeral took place on SaturdayNovember 13 , 1954 at the basilica ofSanta Maria sopra Minerva , Rome withGiuseppe dell'Olmo ,bishop of Acqui , celebrating the mass; fourteen cardinals were also present; at the end of the ceremony,Clemente Cardinal Micara , vice-dean of theSacred College of Cardinals , imparted the absolution in the name of thepope . His body was buried inCampo Verano cemetery .
