United States House of Representatives in 1992 which coincided with the election ofBill Clinton as President. In spite of Clinton's victory over incumbentGeorge H. W. Bush , his Democratic Party lost a net of nine seats in the House to the Republican Party, in part due to the redistricting from the1990 US Census. The Democrats nonetheless retained a majority in the House and Senate, and with a new Democratic President, they seemed to be in a position of great strength. However, this would change in the 1994 election.
