The origins of Parliament lie in Anglo-Saxon times. Anglo-Saxon kings were advised by a council known as the Witenagemot, whose foremost members were the King's sons and brothers. The Ealdormen, or executive heads of the shires, also had seats in the Witenagemot, as did the senior clergymen of the state. The King possessed ultimate authority, but laws were made only after seeking the advice (and later the consent) of the Witenagemot.
The term "parliament" was first recorded in a summons to the King's Council dated December 19 1241, during the reign of Henry III.[cite book | last = McWhirter | first = Norris]
