June 7 ,1875 ) was a U.S. Representative fromMississippi .Born in
Schoharie County, New York , Barry was self-educated.He was principal ofLocust Grove Academy in Kentucky. During the Civil War enlisted in theUnion Army and organized a regiment of colored troops inKentucky . Commissioned first lieutenant of the Tenth Regiment, Kentucky Volunteer Infantry,November 21 ,1861 .He served as colonel of the Eighth United States Colored ArtilleryApril 28 ,1864 . Brevetted brigadier general of VolunteersMarch 13 ,1865 . Mustered outMay 11 ,1866 .He was graduated from the law department of Columbian College (nowGeorge Washington University ),Washington, D.C. , in 1867.He was admitted to the bar the same year and commenced practice inColumbus, Mississippi .He served as delegate to the State constitutional convention in 1867.He served as member of the State senate in 1868. Upon the readmission of the State of Mississippi to representation was elected as a Republican to the Forty-first, Forty-second, and Forty-third Congresses and served fromFebruary 23 ,1870 , toMarch 3 ,1875 .He served as chairman of the Committee on Expenditures in the Post Office Department (Forty-second and Forty-third Congresses).He died inWashington, D.C. ,June 7 ,1875 .He was interred in Oak Hill Cemetery.References
