Cynthiana, Kentucky , Webster attended the public schools and Smith's Classical School for Boys.He studied law at theUniversity of Michigan at Ann Arbor 1897-1899.He was admitted to the bar in 1899 and commenced practice inCynthiana, Kentucky .He served as prosecuting attorney ofHarrison County, Kentucky from 1902 to 1906.He moved toSpokane, Washington , in May 1906. Chief assistant prosecuting attorney for Spokane County 1907-1909.He served as judge of the superior court of Spokane County 1909-1916. Lecturer on criminal and elementary law inGonzaga University ,Spokane, Washington .He served as associate justice of the State supreme court 1916-1918.Webster was elected as a Republican to the Sixty-sixth, Sixty-seventh, and Sixty-eighth Congresses and served from
March 4 ,1919 , toMay 8 ,1923 , when he resigned to become United States district judge for the eastern district of Washington, in which capacity he served untilAugust 31 ,1939 , when he retired due to ill health.He was a resident ofSpokane, Washington , until his death there onDecember 24 ,1962 .He remains were cremated and the ashes interred in the Oakesdale Cemetery,Oakesdale, Washington .ource
