January 17 ,1821 -June 4 ,1905 ) was a U.S. Representative fromNew York .Born in
Mooers, New York , Churchill attended the Burr Seminary,Manchester, Vermont , and was graduated from Middlebury College, Vermont, in 1843.He was a teacher of languages in the Castleton Seminary, Vermont, and a tutor in Middlebury College.He attended the Dane Law School ofHarvard University .He was admitted to the bar in 1847 and commenced practice inOswego, New York , in 1848.He served as member of the Oswego Board of Education 1853-1856.He served as member of the board of supervisors of Oswego County in 1854 and 1855.He served as prosecuting attorney 1857-1860.He served as judge of Oswego County 1860-1864.He was appointed by Governor Morgan commissioner to superintend the draft for Oswego County in 1862 and 1863.Churchill was elected as a Republican to the Fortieth and Forty-first Congresses (
March 4 ,1867 -March 3 ,1871 ).He served as chairman of the Committee on Expenditures on Public Buildings (Forty-first Congress).He served as delegate to the Republican National Convention in 1876.He was an unsuccessful candidate for secretary of state of New York in 1877.He was again a member of the Oswego Board of Education, and president of the board in 1879 and 1880.He was appointed associate justice of the supreme court of New York to fill a vacancyJanuary 17 ,1881 .He was subsequently elected, and served until the expiration of his term by age limitDecember 31 ,1891 .He died inOswego, New York ,June 4 ,1905 .He was interred in Riverside Cemetery.References
