Richard Walker Mallary (born
February 21 ,1929 ) is a U.S. Representative fromVermont .Born in
Springfield, Massachusetts , Mallary was educated at Bradford Academy,Bradford, Vermont , and attendedDartmouth College , receiving anA.B. degree in 1949.Mallary operated a dairy farm in
Fairlee, Vermont from 1950 to 1970, where he first sought elected office and was subsequently elected chairman of the FairleeBoard of Selectmen , serving from 1951 to 1953. He served as a member of theVermont House of Representatives from 1961 to 1969, and again from 1999 to 2003, serving as Speaker from 1966 to 1968. He served as a member of theVermont Senate from 1969 to 1970. He served aschairman of the Vermont Legislative Council from 1965 to 1967, and as a delegate to the 1968Republican National Convention which nominatedRichard M. Nixon for President. He served as vice chairman of the Vermont Governor's Committee on Administrative Coordination, 1969. He wasTrustee andtreasurer ofVermont State Colleges from 1962 to 1965.Mallary served twice as Vermont Secretary of Administration, an appointed position in the governor's cabinet [http://www.adm.state.vt.us/] , first in 1971, in the cabinet of Governor
Deane C. Davis , and then again from 1977 to 1980, in the first administration of GovernorRichard A. Snelling .In between his service as Vermont Secretary of Administration, Mallary was elected as a Republican, by special election, to the Ninety-second Congress to fill the vacancy caused by the resignation of
United States Representative Robert T. Stafford , and reelected to the Ninety-third Congress, serving fromJanuary 7 ,1972 -January 3 ,1975 . He was not a candidate for reelection to the Ninety-fourth Congress in 1974 but was an unsuccessful candidate for election to theUnited States Senate , losing to present U.S. Senator from VermontPatrick Leahy in his initial run for the U.S. Senate.Mallary was also a bank vice president in
Springfield, Massachusetts from 1975 to 1977, and he later served as vice president, Central Vermont Public Service Corp. from 1980 to 1983, chairman of the board of a heating company from 1984 to 1985, and president, Vermont Electric Power Company from 1986 to 1994.Mallary last served (to date) in government as Vermont state tax commissioner, an appointed sub-cabinet [http://www.adm.state.vt.us/] position, in the administration of current Republican Governor
