Seminary ofSegni , the Seminary ofAnagni and at thePontifical Lateran University earningdoctorate s intheology andcanon law . He was ordained on6 March 1943 , working in theDiocese of Rome from 1943 to 1971. He attended theSecond Vatican Council as an expert.Pope Paul VI appointed himArchbishop of Chieti-Vasto onNovember 20 1971 . He served as Vice-president of theEpiscopal Conference of Italy from 1979 until 1984. He resigned the pastoral government of thearchdiocese 15 July 1984 . In 1990Pope John Paul II named him President of the Pontifical Council for Legislative Texts. He was created and proclaimedCardinal-Deacon of "S. Teodoro " in the consistory ofNovember 26 1994 . He resigned the presidency of the Pontifical Council on19 December 1994 . He lost the right to participate in a conclave when turned 80 years old in 1998.
