Frank O'Leary is the Treasurer of Arlington County, Virginia. He has served in that role since 1984. Under Frank, Arlington County has achieved the lowest tax delinquency rate in all of Virginia and the County's lowest rate in recorded history. O'Leary was also named the Best Treasurer in North America by the Association of Public Treasurers of the United States and Canada.

Early life

Frank O'Leary graduated from Georgetown University School of Foreign Service in 1966, with a major in Economic Theory. He completed course requirements for a Masters degree in Economic Theory at Georgetown in 1967. Frank went on to receive a State Department appointment as Foreign Service Officer in 1966, and he served as a Reserve Officer of Artillery in the New Jersey National Guard from 1963 to 1968.

O'Leary moved to Arlington in 1969 with his wife Linda. Before being elected Treasurer in 1984 he served as as President of NOVA Research Associates, a computer operations firm.

As Treasurer

In 1988, Frank was cited as Virginia Treasurer of the Year, in 1991-92 he served as President of the Virginia Treasurers Association, in 1999 he received the Commonwealth Award. That same year, Frank was recognized as North America’s Treasurer of the Year. In 2005, he received the Virginia Treasurers’ Community Service Award. Frank has received nine national awards for his distinguished achievements. He is a University of Virginia Certified Governmental Treasurer (CGT).
