Hamid Temmar

Hamid Temmar ( _ar. حميد تمار) is Algerian Minister of Industrie, Privatisation and Investment Promotion.

Mr Temmar joined in the liberation of Algeria as an army officer (1957-1962)in the Armee de Liberation Nationale. He was awarded the medal of honour.

After the independence, he served as Chief of the Economic and Social Department of the Political Bureau of the FLN Party.

Made full Professor and Dean of the Faculty of Law and Economics at the University of Algiers, Mr Temmar got a Doctorate in Economics from Paris University (Panthéon) and later a Ph.D.in Public Sector management economics from the University of London (London Graduate School of Business Studies). Mr Temmar lectured in Macro economic analysis, Development economics and National accounting.

Mr Temmar joined the United Nations in 1981 as Chief Technical Adviser in Benin and was quickly transferred to the UN Secretary-General in New York as Interregional Advisor in Development Economics and Economic policy and reform. He brought his assistance to African and Asian Member States helping in the evaluation and formulation of economic strategies, economic reform policies and development of programmes aiming at strengthening the countries economic management capacity. Within the UN, he specialised in the preparation of Donors Tables and the formulation and implementation of programs of rehabilitation and revival of economies in serious crisis. He served within peacekeeping operations in Cambodia and Angola.

Mr Temmar came back to Algeria in 1999 to hold various government positions as Minister of Privatisation and Coordination of Reforms, Minister of Commerce and Trade, Minister-Economic Advisor to the President of the Republic Abdelaziz Bouteflika and Minister of Industry, Privatisation and Investment Promotion (as of 2007, his present position).

M. Temmar was awarded the Medal of Honour and the national "Merite Culturel" for his contributions in the advancement of economies in Algeria. He received a distinction from the UN for serving in extremely dangerous situations.

He wrote a few reference books on the Algerian economy. He published many articles in development economics.
