General elections were held in Uruguay on 31 October, 1999. A second round of the presidential election was held on 28 November 1999.

First round
In the first round of voting, no candidate won the necessary 50% of the vote to avoid a run-off.
There were 44,895 invalid or blank votes, and a total turnout of 93.8%.
