The county is divided into thirteen townships: Buffalo, Draper, Dunkel, Grandview, Kolls, Morgan, Mullen, Mussman, Okaton, Scovil, South Creek, Williams Creek, and Zickrick; and four areas of unorganized territory: Central Jones, North Jones, Rich Valley, and Westover.

There were 614 housing units at an average density of 1 per square mile (0/km²). The racial makeup of the county was 95.81% White, 2.43% Native American, 0.08% Pacific Islander, 0.17% from other races, and 1.51% from two or more races. 0.34% of the population were Hispanic or Latino of any race.There were 509 households out of which 29.30% had children under the age of 18 living with them, 53.20% were married couples living together, 7.50% had a female householder with no husband present, and 35.60% were non-families. 33.20% of all households were made up of individuals and 15.10% had someone living alone who was 65 years of age or older. The average household size was 2.34 and the average family size was 2.98.
In the county, the population was spread out with 26.20% under the age of 18, 6.20% from 18 to 24, 25.50% from 25 to 44, 23.90% from 45 to 64, and 18.20% who were 65 years of age or older. The median age was 41 years. For every 100 females there were 103.90 males. For every 100 females age 18 and over, there were 102.80 males.
