It was created on January 1, 1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat and largest town is Ropczyce, which lies convert|28|km|mi|0 west of the regional capital Rzeszów. The only other town in the county is Sędziszów Małopolski, lying convert|6|km|mi|0|abbr=on east of Ropczyce.

The county covers an area of convert|548.89|km2|sqmi|1. As of 2006 its total population is 71,220, out of which the population of Ropczyce is 15,045, that of Sędziszów Małopolski is 7,121, and the rural population is 49,054.

Ropczyce-Sędziszów County is bordered by Mielec County and Kolbuszowa County to the north, Rzeszów County to the east, Strzyżów County to the south, and Dębica County to the west.
