Then he was a member of Iowa state senate between 1861 and 1865. He served as a U.S. Representative from Iowa, 1st District between 1869 and 1877. He served as the Secretary of War under President
Rutherford B. Hayes between 1877 and 1879, when he resigned. He was later a Judge of U.S. Court of Appeals for the 8th Circuit between 1880 and 1884. He died inSaint Joseph, Missouri in 1890.References
