Goler Teal Butcher (

Butcher was educated at:
*University of Pennsylvania , BA with Major Honors (1946)
*Howard University School of Law, (1957)
*University of Pennsylvania,LLM (1958)Work
Butcher's long term teaching post was at Howard University School of Law.
Butcher's public work began in 1963 as attorney at the Office of the Legal Advisor,
Department of State .She also served as Assistant Administrator for Africa, Agency for International Development under the Carter Administration, and head of the Clinton-Gore Transition Team for the Agency of International Development.
