Philip Milner Oliver CBE (20 August 1884 – 12 April 1954) was a Liberal Party politician in the United Kingdom who served for two short terms as Member of Parliament (MP) for Manchester Blackley.
Political career
He unsuccessfully contested the newly-created Blackley constituency at the 1918 general election, and again at the 1922 election, losing on each occasion to the Conservative Harold Briggs and vying for second place with the Labour Party candidate Arnold Townend (who was later the MP for Stockport).
Labour did not contest Blackley at the 1923 general election, and Oliver won the seat, [LondonGazette|issue=32897|startpage=363|date=11 January 1924|accessdate=2008-04-01] with a large majority over Briggs. Briggs regained the seat at the 1924 election, but Oliver was re-elected at the 1929 general election. [LondonGazette|issue=33508|startpage=4111|date=21 June 1929|accessdate=2008-04-01] After his defeat at the 1931 general election, he contested Blackley again at the general elections in 1935 and 1945, and stood in the 1933 Altrincham by-election, but never returned to the House of Commons.
In a special Honours list of 1920 he was made a Commander of the Order of the British Empire (CBE) for his wartime work as Honorary County Secretary of the East Lancashire Branch of the British Red Cross Society, he had previously been an Officer of the Order (OBE).[LondonGazette|issue=31840|supp=yes|startpage=3770|date=26 March 1920|accessdate=2008-04-01] ]
