Born in Kentucky, Adams also completed his education there, obtaining degrees from the
University of Kentucky .In the period 1989 to January 1993, during the presidency of
George H. W. Bush , Adams took several finance-related positions, working briefly at the Export-Import Bank, the Treasury Department, and the Office of Management and Budget. His longest assignment began in late 1990 in the White House Office of Policy Development, where he worked on economic issues.In 1993, Adams went into private consulting, co-founding a firm which describes itself as a "political and economic research and advisory firm." In 2000, he left that to begin working full-time in Austin, Texas, for Bush's son, George W. Bush, in the latter's successful campaign for the White House. Adams' official biography at the Treasury describes his 2000 role as a "senior member" of the Bush-Cheney campaign policy staff, directing policy operations for
Dick Cheney , and, after the election, leading the Treasury transition operations for the incoming Bush team.At that point, he became Chief of Staff at Treasury, starting in January 2001 and serving up to December 2003.
He was promoted to the undersecretary position in part because of his service in the
