Roger Manno (b. April 26, 1966) is an American politician. He is a member of the Maryland House of Delegates, representing the 19th district in Montgomery County.

Biography

Early life

Born in California, Roger Manno was the son of a public school teacher and high school principal. Before law school Roger worked in public schools as a para-educator, working with academically, emotionally, and socially challenged special-needs students. At an early age, Roger's family was struck with several serious health challenges — all without health insurance — one of which took his father's life, while his mother struggled to get treatment for his own serious health challenges. Manno earned his law degree from the Franklin Pierce Law Center and was Chair of the Democratic Law Caucus. In addition, he earned a Masters in Intellectual Property Law. During law school, Manno served as a legal extern for Congressman Jerrold Nadler, the Ranking Member of the Judiciary Subcommittee on the Constitution, where Roger worked on the Judiciary Committee hearings on President Clinton’s presidential pardons. Delegate Manno is a member of Temple Emanuel in Kensington. He is married to his childhood sweetheart, Marjorie Anne Miller. Roger and Marjorie live in Silver Spring, Maryland.

Political life

Manno is a member of the House Economic Matters Committee and serves on the Business Regulation Subcommittee, the Property & Casualty Insurance Subcommittee, and the Consumer Protection & Commercial Law Work Group. He also serves as Vice-Chairman of the Montgomery County Delegation’s County Affairs Committee, with jurisdiction over most issues directly effecting Montgomery County. A former Board Member on Committee for Montgomery, Manno serves as President of the B’nai B’rith Capital Region Council, Director on the AGWG Civic Association, and is the former Vice President of the Kemp Mill Civic Association.

Delegate Manno spent his legal career as an attorney and Legislative Directior in the United States Congress. Prior to being sworn into the House of Delegates, Manno served as Legislative Director to Congressman Sanford Bishop, a member of the House Appropriations Committee, the Congressional Black Caucus, and a former member of the United States House Permanent Select Committee on Intelligence. In that position, Manno oversaw a legislative staff and advised Congressman Sanford Bishop on a range of issues. Additionally, as a senior staff member handling International Relations and Foreign Operations Appropriations, in 2005 Roger traveled to Israel with a congressional staff delegation to monitor Israel's recent "Disengagement" from the West Bank, as well as the Gaza Strip, an area between Egypt and Israel, now under the control of the Palestinian Authority. Prior to his position with Sanford Bishop, Manno served as Senior Counsel to Congresswoman Sheila Jackson-Lee, who was then, the Ranking Member of the Immigration Subcommittee. Immediately following the attacks on September 11, 2001, Roger served as a principal staff member on the Democratic Caucus’ Homeland Security Task Force in which he drafted Homeland Security amendments and alternatives to The Patriot Act. In an interview with the Gazette after being elected, Manno said he supports further freezes at Maryland’s higher education institutions, and the expansion of need-based scholarships, increased health services, and infrastructure improvements statewide. As revenue raisers, he supports eliminating unnecessary and duplicative services, and aggressive efforts to eliminate waster, fraud, and abuse. In the legislature

In the Maryland House of Delegates, Manno has sponsored or cosponsored legislation in the area of health care, worker protection, the environment, consumer protection, and public safety. He is one of the legislators who worked on labor issues, authoring legislation to codify Maryland law to establish adequate shift breaks for all Maryland workers not under a collectice bargaining agreement, has brokered a landmark agreement to overhaul Maryland’s antiquated Workmans’ Compensation law, and has redrafted the Montgomery County Housing Opportunities Commission collective bargaining agreement.

Manno is the sponsor of the Medicare Part D “Donut Hole” Tax Assistance Act (HB 1073 and HB 37), legislation to offset the cost of prescription drugs for Seniors in Maryland. Strongly supported by AARP, United Seniors of Maryland, HealthCareMaryland.org, Progressive Maryland, and advocates for health reform. Manno worked with Governor O’Malley and Chairman Pete Hammen for a solution to address the unmet claims under Medicare Part D, which recently lead to Maryland’s enactment of a $4 million per year subsidy to fund these claims.

Manno is also the sponsor of the Long-Term Care Genetic Non-Discrimination Act (HB 29), legislation addressing the ongoing crisis of people being denied long-term insurance coverage based on the results of genetic tests in Maryland.

In addition he authored the Homeowners’ Tax Fairness In Eminent Domain Proceedings Act (HB 1159) to exempt transfer and recordation taxes by a homeowner as a result of an eminent domain proceeding on a prior primary residence.

Delegate Manno earned a perfect 100% environmental score from the League of Conservation Voters and Environment Maryland, including a perfect 4/4 committee score for leadership on key environmental votes, sponsorships, and committee work, including: Clean Cars, Stormwater Management, Maryland Green Fund, Solar Energy, Project Open Space, and in strong opposition to Clam Dredging and LNG facilities.
