Alderman Stephen Moutray MLA (born 25 February 1959) is a Unionist politician from Northern Ireland.

He was educated at Lurgan Junior High School and Lurgan College.

Moutray was elected to Craigavon Borough Council in 2001. He is member of all the major committees and is vice-chairman of Environmental Health Committee [http://www.craigavon.gov.uk/council/Committees.asp] .

He was elected as MLA for Upper Bann in 2003 for the Democratic Unionist Party and returned in 2007. [http://www.niassembly.gov.uk/members/constits/const_ub03.htm]
