A native of
Wakayama Prefecture , Hayashi was a graduate of the 26th class of theImperial Japanese Army Academy in 1914, and of the 35th class of the Army Staff College in 1923. Initially assigned to theKwangtung Army he was on the planning team for the successfulOperation Chahar in northernChina during the initial stages of theSecond Sino-Japanese War .From 1938-1940, Hayashi served with the garrison forces in
Taiwan . He was promoted tomajor general in 1941. From 1940, in the preparatory work towards the invasion of Southeast Asia, Hayashi was in command of the Taiwan Army Research Section, tasking with investigating issues with tropical warfare; the amajor general [ [http://www.fortunecity.com/victorian/aesthetic/1073/00000022.html] [http://www.warbirdforum.com/tsujia.htm] Mentioned in biography of ColonelMasanobu Tsuji ]From 1941-1942, Hayashi was Vice Chief of Staff of the IJA 14th Area Army.
