Racine was elected to Council in 1995 in the former city of Gatineau and was reelected in 1999. He was reelected again in 2001 when the new of City of Gatineau was created in 2002. He was re-elected for a fourth term in the 2005 municipal elections.

Racine was in charged of the urban development between 2001 and 2005 and still has a major role in that committee but Denise Laferrière was chosen by 2005 mayor-elected Marc Bureau to head that committee with Racine being her assistant. Among his priorities are urban development in his district, recycling, composting, traffic control and solutions on the Alonzo Wright Bridge (which will be widen in the long range), street revitalization and green space protection.

On July 3, Racine announced he would not seek re-election in the 2009 municipal elections. He had criticized the Gatineau City Council for its lack of vision and suggested that issue can be resolved by the presence of municipal political parties - in Gatineau one organization attempted to run in the 2005 elections but withdrew.
