Banwari Lal Joshi (born
27 March 1936 ) has been the Governor of theIndia n state ofUttarakhand since October 2007. Previously, he served as Lieutenant-Governor ofDelhi from 2004 to 2007 and as Governor ofMeghalaya in 2007.Joshi was born in the remote Choti Khatu village of Nagour,
Rajasthan . He was the 18th Lieutenant-Governor of Delhi. He graduated from theScottish Church College, Calcutta . After that he earned a degree in law from the University Law College of theUniversity of Calcutta .He started his career in 1957 with
IPS . He worked for theIntelligence Bureau on various areas like theInterpol ,Counterfeit ing,Narcotics , Industrial Security,United Nations Correctional Work andJuvenile Delinquency . He worked in the PMO withLal Bahadur Shastri and later withIndira Gandhi for over four years. He also served the Ministry of External Affairs as the First Secretary in High Commissions of India atIslamabad andLondon and as Head of Chancery in the Embassy of India atWashington D.C. .Joshi served as the Lieutenant-Governor of
