The Philadelphia Housing Authority, also known as PHA, is the biggest landlord in Pennsylvania. It was established in 1937 and is the nation’s fourth largest housing authority. It houses approximately 84,000 people in Philadelphia and employs 1,250 people. In 2006, its budget totaled $313 million.
