He served as thePrime Minister of Russia fromJune 15 ,1990 toSeptember 26 ,1991 and was also the last Prime Minister of the Soviet Union fromSeptember 6 ,1991 toDecember 25 ,1991 .Silayev graduated from
Kazan Aviation Institute in 1954 with the specialty of mechanical engineer. He worked at the Gorky Aviation Plant (Gorky is nowNizhny Novgorod ), advancing from the lowest level in 1954, when he started, to the CEO of the plant (1971-1974). After that he moved toMoscow to work in the Soviet government. He served as Deputy Minister of Aviation Industry of the Soviet Union (1974-1977), First Deputy Minister of Aviation Industry of the Soviet Union (1977-1980), Minister of Machine-Tool Construction and Tool Production Industry of the Soviet Union (1980-1981), Minister of Aviation Industry of the Soviet Union (1981-1985), and First Deputy Prime Minister of the Soviet Union (1985-1990). After being replaced as the Prime Minister of Russia byBoris Yeltsin , he served as Russia's representative to theEuropean Community (1991-1994).
