Herbert was the son of

Bishop of Thetford in 1090 or 1091. He moved the diocese fromThetford toNorwich in 1094 or 1095, becoming the firstBishop of Norwich .Powicke "Handbook of British Chronology" p. 223] He was probably consecrated at the same time asRalph Luffa ,Bishop of Chichester . He was not consistently called Bishop of Norwich until about 1103.He was responsible for founding St Margaret's Church in
