South Hamgyong province, near the city ofSinpo . It was the site of a plannedlight-water reactor which was to have been built with international support. Construction on the reactor site began in 1994, but was never completed. The last international workers were pulled from the project in January 2006.Kumho was part of Sinpo until 1995, when it was made a special area under the direct administration of the province. In total, 7 "ri" and one workers' district were included in the new entity.
