ITSqc

The IT Services Qualification Center (ITSqc) is a multidisciplinary group of researchers, practitioners, and organizations that addresses the needs of IT-enabled service providers and their clients operated by Carnegie Mellon University, with offices in Pittsburgh, Pennsylvania. The main objective of the center is to improve sourcing relationships in the Internet-enabled economy by developing methods and frameworks to help sourcing providers serve their clients better and a first-of-its-kind set of guidelines for clients of service providers to help them take full advantage of their investment.

Business is outsourcing a wide range of business process from routine and non-critical tasks, to strategic processes that directly impact revenues. Managing and meeting client expectations are major challenges in these business relationships which motivated the Center to develop the eSCM framework, including two models for appraising IT services: eSCM-SP and eSCM-CL

eSCM-SP

The eSourcing Capability Model for Service Providers (eSCM-SP) helps IT-enabled sourcing service providers appraise and improve their ability to provide high quality sourcing services and provides a mechanism to be differentiated from the competition. Prospective clients can evaluate service providers based on their eSCM-SP level of certification and Practice Satisfaction Profile.

eSCM-CL

The eSourcing Capability Model for Client Organizations (eSCM-CL) enables buyers of sourcing services to evaluate how well they manage their sourcing purchases, whether they've been provided through in-house shared service centers, captive centers, outsourcing firms or offshore firms. The services purchased may range from assistance with back-office operations, engineering design, IT, payroll, telesupport and telemarketing, or strategic processes that directly affect a company's bottom line. The eSCM-CL provides a package of best practices for clients who use sourcing services, helping to evaluate the return on investment for all phases of the sourcing lifecycle.
