Pennsylvania in which victims of the most violent crimes meet face-to-face with their perpetrators. The program utilizes restorative justice to address the needs of the victims and the responsibilities of the perpetrators. Often, offenders feel the need to take responsibilies for their crimes, but have no outlet to do so. Likewise, victims may have questions or feel they need to speak with the offender, but cannot. Restorative justice deals with these issues. Such programs are experimental in the U.S. prison system, but have been used with much success in other countries, includingSouth Africa .
