Luis Carlos Restrepo (born 1954, in
Filandia ,Quindío ) is aColombia npsychiatrist ,philosopher andpolitician , currently serving asHigh Commissioner for Peace in the government of PresidentÁlvaro Uribe . His duties are to negotiate with the armed groups part of theColombian armed conflict . He was in charge of the demobilization process of theUnited Self-Defense Forces of Colombia (AUC) paramilitary groups in 2006-2007. He has published several books about the relation between violence in Colombia and psychological matters. He is currently handling the negotiations seeking ahumanitarian exchange between some 50 hostages held by theRevolutionary Armed Forces of Colombia (FARC) guerrilla and some 500 guerrillas imprisoned by the government.His nephew Sebastián Restrepo (son of neurosurgeon Gerardo Restrepo Ramírez) was a veteran paramedic in the U.S. Army. He was killed in Afghanistan, when his base was surprise attacked on
